1) Does the Schlage F10 Latitude lever lock, or is it just a passage lever?

Measure from the door edge to the center of the 2-1/8 inch cross bore to confirm which you have. The door itself needs the usual bored prep: 2-1/8 inch cross bore and a 1 inch edge bore.
3) I'm replacing an old passage set. Will the Schlage F10 latch work with the strike plate already in my frame?
In most cases yes, and here are the numbers to check it against. The F10 Latitude uses a 1/2 inch latch throw with a 1 inch x 2-1/4 inch faceplate cut with 1/4 inch radius corners, and a 7/8 inch latch housing diameter.
