1) What wire sizes does the 3M Scotchlok 560 connector take?
The Scotchlok 560 takes 18 and 16 AWG solid or stranded, plus 14 AWG stranded. Solid 14 AWG is outside the range, so on a 14 AWG solid branch circuit this is the wrong connector. Both conductors going into the connector need to fall inside that range, since the blade seats on a fixed gauge window.
2) Do I have to strip the wire before using a Scotchlok 560 tap connector?
No stripping. It's an insulation displacement connector: you lay the unstripped conductors in the channels and crimp the cover down with pliers, and a metal blade cuts through the insulation to make contact. That's the whole reason these get used on lighting taps and control wiring, one hand and a pair of pliers instead of strip, twist, and cap.
3) Can I tap an existing live-run conductor with the 3M 560 without cutting it?
Yes, that's what the double run or tap configuration is for. The through conductor stays continuous and unbroken while a second wire is brought in and connected to it, so you can pull a lighting leg or a control wire off an existing run without cutting and splicing the run itself. It also works as a straight double run splice joining two conductors.
