1) Will the JBSC5 thread into an existing 4-40 tapped hole?
Yes. The screw is a 4-40 UN thread at 40 threads per inch made to ANSI/ASME B1.1, which is the standard Unified coarse 4-40 thread used in device plates, enclosures and instrument panels. It will run into any clean 4-40 tapped hole or 4-40 nut. It is not metric, so an M3 hole is not a match.
2) Are these black screws plated or coated for corrosion resistance?
No coating. The JBSC5 is alloy steel black and supplied plain, so the black is the mill oxide finish, not a plated or organic corrosion barrier.
