1) Will a 1/4 inch drive socket fit the head on the Metallics JDS160 tapping screw?
Yes. The JDS160 has an indented hex head measuring 0.244 to 0.25 inches across the flats, so a standard 1/4 inch hex driver or nutdriver seats on it. Width across corners is 0.272 inches. The head is also slotted (slot width 0.039 to 0.048 inches, depth 0.033 to 0.046 inches), so a flat blade screwdriver works where a driver will not reach.
2) Is the Metallics JDS160 screw Buy American or ARRA compliant for a government job?

It will bite into soft wood or plastic, but it is not a wood screw or a self-drilling screw, so it will not cut its own hole in thicker or harder stock. Drill a pilot hole for anything heavier than light gauge.
