1) Does the Intermatic EI600LAC timer switch need a neutral wire?
No neutral required. The EI600LAC wires without a neutral connection, which is what makes it workable in older boxes where only line, load and ground are present. That is the main reason it goes into retrofits quickly.

A replaceable CR2 lithium battery keeps it running for up to three years, so the schedule and clock ride through outages. Stocking a few CR2 cells is worth doing if you are standardizing a building on these.
