You can, but know what you are doing. Metallics flags that fastening stainless steel parts to aluminum or steel can set up a galvanic couple, a form of corrosion, in some environments. Indoors and dry, it is rarely an issue. In wet, coastal, or exterior conditions, either isolate the fastener or use a plated carbon steel screw of the same #8 x 1-1/2 in. size instead.
2) Will a #8 Type A tapping screw hold in sheet metal without a pilot hole?
The JSTS17 is a Type A tapping screw with a gimlet point, so it is made to start in a punched or drilled pilot hole in sheet metal and cut its own thread as it drives. It is not a self-drilling screw, so you still need a hole in the material. The coarse 15 threads per inch is what gives it bite in thin gauge sheet, enclosures, and duct.
3) Are Metallics JSTS17 screws acceptable on a Buy American or ARRA-funded project?
