You'll need a #2 Phillips bit. No bit is packed with the screws, so add one to the order if your crew doesn't already have #2 Phillips tips on the truck.
2) Will a #8 x 2-1/2 in. deck screw hold when fastening into pressure treated framing outdoors?
The JGDS4 is a coarse thread #8 deck screw at 2-1/2 inches long, finished in yellow zinc dichromate over steel, and Metallics lists it for all weather wood applications. Coarse threads are what you want in softwood and treated framing; the zinc dichromate coating is a corrosion coating, not stainless, so for coastal or constantly wet exposure a stainless screw is the better call.
3) Do these Metallics screws meet Buy American or ARRA requirements for a government job?
No. The JGDS4 deck screw is not Buy American compliant and is not ARRA compliant, with country of origin listed as multiple. If your contract carries a domestic sourcing clause, this isn't the fastener for it.
4) Will a flat head Phillips deck screw sit flush so I can mount a plate or bracket over it?
