It is the drain pull rod and its knob, the piece that stands up behind the spout and works the sink stopper. It is not a hot or cold faucet handle and will not operate the valve. If you need the piece you turn to run water, that is a different American Standard part.

No. The rod is visible above the deck, so you need the finish that matches the faucet. Stock M970247-0020A for the chrome faucets and M970247-2950A for the brushed nickel ones. The rod is a common breakage item on turnovers, so carrying both finishes is worth it if your portfolio is mixed.
7) Do I have to pull the faucet to replace the lift rod?
No. The rod drops in from the top of the faucet and is secured underneath at the clevis, so the work is done from above the deck and from inside the cabinet. Loosen the clevis screw, withdraw the old rod, feed the new one down through the faucet body, then reset the clevis so the stopper seats fully closed with the knob up and clears for drainage with it down.
