1) What is the Blackburn OAPA-500 pin terminal used for?
The OAPA-500 is an aluminum offset pin terminal, used to convert a large aluminum or copper conductor end into a solid pin so it can land in a breaker, meter socket, or panel lug that is sized for a much smaller pin rather than a stranded cable. Electricians reach for that when the lug or breaker terminal does not sit directly in line with the incoming cable, or when adjacent phases would otherwise crowd each other in a tight gutter. If your terminal is straight in line with the cable and you have room, a straight (inline) pin terminal is the simpler part.
