1) Can I use the Metallics J1307 lead anchor in drywall or hollow block?
No. Lead screw anchors need solid base material, concrete, brick, stone or solid grouted masonry, because they work by expanding against the sides of the hole. In drywall or a hollow cell there is nothing to compress against and the anchor spins out. Use a toggle or a hollow wall anchor there instead.
2) How deep a hole do I need for a 1 inch lead anchor like the Metallics J1307?
Drill at least the full 1 inch length of the anchor so it seats flush with the surface, and a touch deeper to clear drilling dust. The anchor must sit fully in the masonry before the screw is driven, otherwise it expands against the hole mouth and spalls the surface.
3) Is the Metallics J1307 a machine screw anchor or a wood screw anchor?
It is a wood screw and tapping screw anchor, marked WS and TS, taking a #16-18 screw. It is not a machine screw anchor, so a bolt with a machine thread will not engage it. If your fixture is bolted rather than screwed, you need a machine screw anchor sized to that bolt diameter instead.
