Drill a 3/8 inch hole with a carbide bit. Wedge anchors are drilled to the same nominal diameter as the anchor itself, so the 3/8 x 3-3/4 inch TS312G goes into a 3/8 inch hole drilled deeper than the embedment you need so debris has somewhere to go. Blow or vacuum the hole out, then drive the anchor through the fixture until the clip is past the surface and tighten the nut to expand the wedge.

Wedge anchors are for solid concrete only. The expansion clip needs a continuous hole wall to grip, so they are used in poured slabs, walls, and footings, not in hollow block, brick, or grout-filled cells. For hollow masonry use a sleeve anchor or a toggle; for hollow block or drywall a wedge anchor will spin and never set.
