1) What size hole do I drill for the Metallics JTS5312SS 5/8 inch wedge anchor?
Wedge anchors are drilled with a hole the same nominal diameter as the anchor, so the JTS5312SS 5/8 x 3-1/2 inch anchor goes into a 5/8 inch hole drilled with a carbide bit into solid concrete. Drill deeper than the embedment you need so dust can settle below the anchor, clean the hole, then drive the anchor until the clip is below the surface and torque the nut.
2) Are these Metallics anchors stainless steel, and can I use them outdoors?
Yes, the JTS5312SS is a stainless steel wedge anchor. That is the reason to choose it over a zinc plated anchor: exterior slabs, loading docks, pool decks, wash-down areas, and coastal or chemically exposed concrete where a plated anchor would rust and stain the surface. Carbon steel anchors are the cheaper choice for dry interior concrete.
3) Can I use a wedge anchor like this in block or brick instead of concrete?
No. Wedge anchors expand against solid material and are for poured concrete only. In hollow CMU, brick, or grout-filled block the clip has nothing consistent to grip, and in the hollow cells it will spin or pull. For block walls use a sleeve anchor, a screw anchor rated for masonry, or an epoxy anchor with a screen tube.
4) How thick a fixture can I bolt down with a 3-1/2 inch wedge anchor?
The 3-1/2 inch length is the total anchor length, and it has to cover embedment into the concrete plus the thickness of what you are fastening plus the nut and washer. With a 5/8 inch wedge anchor the usable fixture thickness is what is left after embedment, so it suits base plates, strut, and equipment feet in the range of roughly half an inch to an inch. For thicker standoffs or grout beds, step up to a longer 5/8 inch anchor.
