1) Will the Arlington GB5 grounding bridge accept my #4 grounding electrode conductor and my satellite/cable ground wires at the same time?
Yes. The GB5 intersystem grounding bridge takes a grounding electrode conductor of #6 to #2, copper or aluminum, solid or stranded, and separately accepts intersystem bonding and grounding conductors from #14 to #4, again copper or aluminum, solid or stranded. So a #4 GEC lands on the electrode side and the coax, satellite and telecom bonding jumpers land on the four termination points. Equipment grounding conductors are the same #6 to #2 range as the electrode connection.
2) What is the difference between the Arlington GB5 and the GB5P?
Same bridge, one ordering difference. The GB5 is the standard version. The GB5P ships with a 1/2 inch PVC conduit adaptor, which is what you want when the bonding run comes up in 1/2 inch PVC and you need to terminate the conduit at the bridge. If you are surface mounting and bringing conductors in without conduit, the plain GB5 is the one to order.
3) How many communication services can one Arlington intersystem grounding bridge bond?
Four. The bridge carries four termination points, so cable TV, satellite, telephone and a broadband or antenna ground can each land on their own lug without doubling up or daisy chaining grounds between services. If a building has more than four services coming in, you need a second bridge bonded into the same electrode system.

No, it lands fine. The intersystem bonding terminations are rated down to #14, so #12 and #10 telecom and coax bonding jumpers are within range. The lower limit only becomes a problem below #14. The upper limit on those points is #4.
