2) Can I bond the ground bar directly to the rack, or does it need to be isolated?
Both ways work. Mounted straight to the rails, the bar bonds to the rack frame. If your design calls for an isolated ground bus, isolators can be used to separate the bar from the rack so the bus floats independently of the frame. That choice is yours at install time.
