1) Can the B-Line B321-2HDG beam clamp be used outdoors or in a parking garage?
Yes. It is steel with a hot-dipped galvanized finish, which is the finish specified for exterior, damp and unheated spaces such as parking structures, loading docks and rooftop runs. Plain or electro-galvanized clamps are the ones to keep indoors.
2) Is this beam clamp acceptable for supporting electrical conduit and cable tray under code?
It is cULus Listed, which is what an electrical inspector looks for on a support component used in a conduit or cable tray hanger assembly. It is a hanger fitting only, so it does not carry any seismic or fire-stop rating on its own.
3) Do I need to buy a setscrew separately for the B321 beam clamp?
No. The 1/2 inch-13 setscrew ships with the clamp. What you still have to supply is the 1/2 inch-13 threaded rod, a nut to lock the rod at the clamp, and whatever hanger or strut goes on the bottom end.
4) Is a beam clamp the right choice, or should I anchor into the concrete deck instead?

Go to a deck insert or a concrete anchor only where there is no steel to clamp to, or where the structural engineer has ruled out clamping to that member.
