It is the mounting structure for a central cross connect field. The frame supports terminal blocks, so protector blocks, 66 or 110 style blocks and jumper wire fields get mounted to the shelves, and copper cross connects are run between them. Double sided means blocks mount on both faces of the 7 verticals, doubling the termination capacity in the same floor footprint, which is why it is normally set in an open aisle with access front and back rather than against a wall.

Seven verticals with 16 shelves, configured double sided. That gives you a continuous multi bay termination field rather than a single rack bay, so it is sized for a main cross connect or a building entrance terminal field rather than a small closet. Shelf width is 18 inches.

Fabricated from ASTM A36 structural steel and finished in Telco gray, the standard central office color, so it matches existing frame and cable rack lines in a telco or campus MDF. Steel construction is what lets it carry the loaded block weight over a 140 inch height.
