Double sided means the frame is drilled to mount equipment on both faces rather than one, so you can put active gear on one side and patch panels or cable management on the other. Universal refers to the hole pattern in the 19 inch uprights, which accepts standard rack-mount equipment.

The finish is a Telco gray powder coat, the standard light gray used across telecom racking, so it matches other Telco gray B-Line frames and ladder rack in the same room. Powder coat over the aluminum and steel holds up to handling in a service closet better than wet paint.
