The Eaton B-Line SB5869138TG is built as a Seismic Zone 4 network bay closed duct rack, so it is the right frame to specify where the drawing calls for Zone 4 anchorage. It is also UL Listed. It still has to be anchored to the floor (and to overhead ladder rack or bracing) per the seismic detail on your drawings; the rack rating covers the frame, not the attachment you build under it.

Open frame, not a cabinet. There are no side panels, no locking doors and no fan kit, so pick it where cooling and cable access matter more than physical security, and pick an enclosed cabinet instead if the gear has to be locked away in a shared space. The top angle style gives you a mounting surface for ladder rack and overhead cable runway.
