1) Is the Metallics JG5HTB33 hex tap bolt threaded all the way to the head?
Yes. A hex tap bolt is fully threaded from point to head, which is what separates it from a partially threaded hex cap screw of the same 1/2-13 x 2 inch size. That matters when you're bolting through a thick flange or into a tapped hole and need thread engagement right up under the head. Thread is 13 threads per inch, right hand, to ASME B18.2.1-2012.
2) Will a 1/2-13 bolt pass through a 1/2 inch hole, or do I need to drill oversize?
The bolt's major diameter is 0.4930 to 0.5000 inches, so it is a nominal 1/2 inch shank and will not slide freely through a drilled 1/2 inch hole. Standard practice is a 9/16 inch clearance hole for a through-bolt, or a tapped 1/2-13 hole if you're threading it into the part.
3) Is a Grade 5 zinc plated bolt strong enough for mounting a motor to a machine base?

4) Can I use zinc plated Grade 5 hex tap bolts outdoors or in a wet location?
Zinc plating is a light corrosion coating suited to dry and sheltered interior work. For continuous outdoor exposure, washdown areas, or anywhere salt is present, go to a hot dip galvanized or 18-8 stainless 1/2-13 hex tap bolt instead. The underlying material here is plain steel, AISI 1008-1026, so once the plating is breached it will rust.
