It's 18-8 stainless steel, bolt and nuts both, made to ASTM F594 for the nut material. 18-8 is the standard austenitic stainless used on exterior and damp-location work, so it suits rooftop conduit runs, mechanical yards and wash-down areas where a plated carbon steel U-bolt would rust out.
2) Does the UBS04 come with nuts, or do I have to order them separately?
Nuts are included. Each U-bolt ships with 2 hex nuts, one per leg. Nothing else is supplied, so if your application needs a saddle, backing plate or washers, order those separately.
