The 3416CTT cuts a 3/4-16 thread, meaning a 3/4 inch nominal diameter at 16 threads per inch. That is the UNF (fine) pitch for 3/4 inch, not the coarse 3/4-10 UNC. If the bolt or rod you are threading for is coarse, this is the wrong tap.
2) What is a taper type tap and when should I use one instead of a plug or bottoming tap?
A taper tap has the lead chamfer ground back over several threads so it starts easily and pulls itself square, which is why it is the one you reach for first on a through hole or when starting a thread by hand. It will not cut full threads to the bottom of a blind hole; for that you follow with a plug and then a bottoming tap. The Metallics 3416CTT is the taper version in 3/4-16.
3) What size hole do I drill before running a 3/4-16 tap?

It is carbon steel. Carbon steel taps cut cleanly in mild steel, aluminum, brass and plastics at hand speeds and are what most electricians carry for field work such as chasing threads in enclosures, strut and hanger rod. They lose their temper faster than HSS under heat, so keep speeds low, use cutting oil, and back off to break the chip rather than forcing through.
