For a blind hole, start with the taper and finish with a bottoming tap of the same 6-32 size.
2) Can I use the Metallics 632CTTE to chase out a stripped 6-32 screw hole in a steel outlet box?
That is the common field use. The taper lead lets you pick up the existing 6-32 thread in a box ear or fixture strap and clean it without cross-threading. If the hole is fully stripped out rather than just gummed up, tapping alone won't restore it, you'd need to step up to a larger screw size or use a sheet metal screw.
3) What is the Metallics 632CTTE tap made of, and will it handle steel enclosures?
Carbon steel. That is fine for the mild steel, aluminum, and brass an electrician runs into on boxes, straps, and fixture housings. For stainless or hardened material, a high speed steel tap is the better choice since carbon steel dulls quickly in tough stock.
