1) Can a 4 inch plastic L-shaped Centaur box actually hold a ceiling fan, or do I need a metal fan brace?
The Centaur CM-FSLPB is fan/fixture rated, so it is built to carry a ceiling fan and not just a light. It is an L-shaped plastic box, 4 inches deep and 4 inches wide, with a 4.0625 inch diameter face, and it ships in packs of 12. If your opening already has solid blocking or a joist at the fan location, this box mounts to it directly. You only need a separate expanding brace bar when there is no framing member where the fan has to land.
2) Will 14 cubic inches be enough box fill for a ceiling fan with a light kit and a 3-wire switch leg?
14 cubic inches is the rated volume of the CM-FSLPB fan support box, and that is what your fill calculation has to work against. On a typical fan drop with 14 AWG conductors that covers a supply cable in, a switch leg out, the fan leads and the grounds, but a fan light kit on a separate switched conductor plus a third cable will push a 14 cubic inch box tight. Count the conductors, the clamp allowance and the device allowance before you commit. If the math runs over, you want a deeper fan box rather than this one.
3) Is this a new-work or old-work fan box, and where does it mount?
New work. The CM-FSLPB is a flush-mount L-shaped box with an L bracket that fastens to framing before the ceiling goes up, so it sets the box face flush with the finished surface.
