No. The HA210 is supplied with no sealing, meaning no O-ring or gasket, so it will not make a raintight or wet-location joint. For exterior, below-grade, or wash-down enclosures use a sealing locknut and gasketed fitting instead. Indoors in dry locations the bare zinc die cast nipple is fine.
3) Does a locknut come with the Steel City HA210, or do I order that separately?
The HA210 is the nipple only. It has an external thread and no sealing component, so you supply the locknut (and a bushing if the conductors need edge protection) to complete the connection. Order those on the same line so the crew is not short on the job.

Zinc die cast, not steel. Die cast zinc is fine for the usual job of bonding two enclosures together through a knockout and is what most chase nipples are, but it is not a substitute for a threaded steel rigid nipple where the fitting has to take mechanical load or span between boxes. Chase nipples are short shoulder-to-shoulder fittings, not running lengths.
