Yes, the KL56-1 is a bare compression sleeve with no insulation on it. Once it is crimped you supply your own covering, tape or heat shrink, if the application calls for an insulated splice. It is a two-conductor splice, so it joins one run to one run, not a multi-tap.

The KL56-1 is a 3-1/2 inch sleeve. Worth knowing before you pull your conductors: you need that much straight, accessible length plus room to get the crimp head around it, which matters in a tight pedestal, handhole or service can.

Different install method, different tooling. A compression sleeve such as the KL56-1 is crimped with a die and hydraulic or battery crimper, and the joint is permanent, which is why it is the usual choice for service entrance and buried or otherwise inaccessible splices.
