1) Does the Crouse-Hinds TP403 4 inch square box have built-in cable clamps for NM cable?
No clamps. The TP403 is a conduit box, built for conduit entry with no internal clamps. If you are pulling NM cable and need the cable secured at the box, you need a box with integral clamps or you need to add a connector at the knockout. For EMT, rigid, or MC with connectors, this is the right box.
2) Which Crouse-Hinds 4 inch square box do I need for 1 inch conduit?
The TP436, which comes with 1 inch knockouts. The rest of the family, including the standard TP403, carry the smaller standard knockout sizes. All of them are conduit boxes with no clamps, so the knockout size is the thing that decides whether your 1 inch EMT or rigid connector lands without punching or reaming.
3) Is the Crouse-Hinds 4 inch square outlet box UL Listed and code compliant?

Otherwise the TP403 is the same 30.3 cubic inch, 2-1/8 inch deep box without it.
