A long barrel takes more crimps over a greater contact length, which is what you want on high-current feeders, service entrance terminations and anywhere vibration or thermal cycling is a factor. A standard short barrel is fine for lighter branch work. The CTL250L-12 is the long barrel version for 250 kcmil copper.
4) Do I need a special tool to install this lug, or can I bolt it on?
This is a compression lug, not a mechanical setscrew lug. The barrel has to be crimped onto the 250 kcmil conductor with a hydraulic or battery crimper and the matching die before the tongue gets bolted down on the 1/2 inch stud. If you do not have a crimper on site, specify a mechanical lug instead.
