1) What wire size does the Blackburn CTL6-38 compression lug take?

The CTL6-38 is a short barrel, single-crimp design. A short barrel takes one crimp and is what you want where space in the enclosure or gutter is tight, or where a straight run into a ground bar lands without much slack. A long barrel takes two crimps for higher pull-out resistance and is preferred on vibration-prone or high-tension terminations. For typical panel grounding and bonding on 6 AWG copper, the short barrel is the standard choice.
6) Is this a compression lug or a mechanical set-screw lug?
It is a compression (crimp) barrel lug, so it is installed with a hydraulic or battery crimping tool and the correct die, not a hex key. There is no set screw to re-torque later, which is why compression terminations are often specified for grounding electrode and bonding conductors. If you need a connector you can install with hand tools and no crimper, look for a mechanical set-screw lug rated for 6 AWG copper instead.
