2) Can I use a copper compression lug like the CTL1-516 on aluminum conductor?
No. The CTL1-516 barrel is copper and it is rated for copper cable. Aluminum conductor needs an aluminum or AL9CU dual rated connector; putting bare aluminum in a copper only barrel creates a dissimilar metal joint that will corrode and loosen.
