1) What wire size does the Blackburn CU40 splice take?
The CU40 is sized for 4/0 stranded copper conductor, which is what the "4/0STR" in the description refers to. It is a single-size compression splice, so it is not adjustable down to smaller conductors - match the barrel to the exact conductor size you are joining.
2) Can I use the CU40 splice on medium voltage cable?

Tin plating over the copper barrel resists oxidation at the contact surfaces, which is why it is the standard finish for splices going into wet locations, handholes, or direct burial applications. You still need to seal the splice - the connector itself ships bare with no insulation.
