Two different jobs. A plain towel bar gives you one hanging rail. The TSB24 combines a shelf deck with a towel bar underneath, so a folded stack of towels or amenities sits on top while wet towels hang below, off the same two mounting points. In hotel, multi-family, and institutional washrooms that's the usual pick because it doubles the storage without a second set of wall penetrations. If you only need a hanging rail and the wall is tight on height clearance, a straight towel bar is the simpler part.

The TSB24 mounts through its two end posts, and each post needs a solid anchor point. On tile over backer, drill through the grout line or the tile face with a masonry bit and set the anchors into the substrate behind. On drywall with no blocking, use toggle bolts at both posts rather than plastic sleeves, since a shelf loaded with towels plus a hanging bar puts real leverage on the wall. If you're framing new, put blocking on 24-inch centers to match the post spread.
