1) What does the Eaton B-Line 4A-09-RR06 reducer actually connect?
It is a right reducer that steps a 9 inch wide cable tray run down to a 6 inch wide run, in a 4 inch loading depth. The reduction is offset to the right side, so the right side rail stays in line and the left rail steps in. Order the left-hand version instead if the drawing shows the step on the other side.
2) Do I need a right or left reducer for my cable tray transition?
Handing is called from the direction of the run. A right reducer keeps the right side rail straight and brings the left rail inboard; the left version does the opposite. The 4A-09-RR06 is the right-hand piece. If the step has to land centered on the run instead, you want a straight (concentric) reducer, not either handed version.
3) Is this cable tray reducer aluminum or steel, and does that matter outdoors?
Aluminum. That is the usual pick for wet, humid or corrosive areas and for weight-sensitive overhead runs, since it does not rely on a coating for corrosion resistance the way painted or galvanized steel does. Keep the fitting material consistent with the tray it splices into to avoid mixing dissimilar metals at the splice plates.
4) Does the reducer come with splice plates and hardware?
The 4A-09-RR06 is supplied as the reducer fitting itself. Splice plates, bolts and any support hardware at the transition are ordered separately and should match the tray series and material so the connection stays all-aluminum.
5) Does this Eaton B-Line tray reducer carry any certification marking?
It carries a CE marking. That is the marking stated for this fitting; specify accordingly if your submittal package calls out CE.
