1) Are the mounting rails tapped 12-24 or do I need cage nuts?
Rails are pre-tapped with 12-24 panel mounting holes, so rack-mount gear bolts straight in with 12-24 screws. No cage nuts or square-hole hardware needed, but equipment supplied with M6 or 10-32 hardware will need the correct 12-24 screws instead.
