No. The AW1616-1PP perforated panel carries a NEMA 1 degree of protection, which is indoor, general purpose only. It gives no protection against rain, hose-down, dust ingress or corrosive atmospheres. For a wet or outdoor location you need a panel and enclosure combination rated NEMA 3R, 4 or 4X instead.

A perforated back panel gives you a pre-punched grid to mount components inside an enclosure without drilling and tapping a solid subpanel.
