No. The 121212 SCGV NK carries a NEMA Type 1 rating, which covers indoor use only and guards against incidental contact with enclosed equipment and falling dirt. It offers no protection against rain, hosedown, dust ingress or corrosive atmospheres. For a wet or outdoor location you need a Type 3R, 4 or 4X enclosure instead.

No knockouts. The SCGV NK is the no-knockout version, so the body comes blank and you drill or punch your own openings wherever your conduit runs land. That is usually what an electrician wants on a custom pull box, but if you need factory holes you have to order a knockout version rather than the NK.
