1) Can the B-Line 24186 HC junction box be used outdoors or in a washdown area?
No. The 24186 HC is a NEMA Type 1 enclosure, which is for indoor use only, protecting against incidental contact and falling dirt. It gives no protection against rain, hose-down, dust ingress or corrosive atmospheres. For a wet or outdoor location you need a NEMA 3R or 4 rated enclosure instead.
