1) Can the B-Line 24188 SC junction box be used outdoors or in a wash-down area?
No. The 24188 SC is a NEMA Type 1 enclosure, which is indoor use only, for protection against incidental contact and falling dirt. It has a screw cover, not a gasketed one, so it is not rated against water, dust or oil. For an outdoor or wet location you need a Type 3R or Type 4 enclosure instead.
