Yes, the 1010 TGV is sized for 10 inch by 10 inch wireway. Height and width are both 10 inches, and the fitting runs 18 inches in length/depth, so allow that much space on the branch leg when you lay out the run.
2) Is this wireway tee NEMA 1 or is it rated for wet or outdoor locations?
NEMA 1 only. The 1010 TGV is a Type 1 general purpose enclosure, so keep it in dry indoor locations. For washdown, damp, or outdoor runs you need a NEMA 3R or 4 raintight/oiltight wireway fitting instead, not this one.
3) Does this tee let me lay conductors in, or do I have to pull them through?
It's a lay-in fitting. The cover comes off so conductors drop straight into the trough and the branch, which is the point of using wireway instead of conduit at a junction. No fishing or pulling through the tee.
