It's a flat, flexible tin-plated copper braid connector used to make a current-carrying connection between two points that move relative to each other, or where rigid bus would transmit vibration or thermal expansion. Typical spots are switchgear, disconnect switches, transformer bushings, and grounding jumpers. The braid is 24 inches long with a single bolt hole at each pad.

The conductor is tin-plated copper, and the tin plating is what gives it corrosion resistance in humid, outdoor, or industrial atmospheres compared with bare copper. Yes. The FBS1H070A1-24 is the braid only, with a drilled pad at each end. The bolt, flat washers, Belleville washer, and nut for each landing are separate, and for a bolted power connection you'll also want a joint compound rated for the metals you're joining.
