No. The PTS30 is wire only, 7 inches of #14 stranded insulated copper. You supply the 10-32 green grounding screw for the box, plus whatever you are splicing with, such as a twist-on connector or a crimp sleeve.
2) Can I use a #14 ground pigtail on a 20 amp circuit wired with #12?
No. Match the pigtail to the equipment grounding conductor required for the circuit. #14 is sized for 15 amp branch circuits, so on a 20 amp circuit run with #12 you need a #12 pigtail, not the PTS30.
3) What is the Metallics PTS30 ground pigtail used for?
The PTS30 is a 7 inch length of #14 stranded insulated copper wire used as a bonding jumper inside a metal box or enclosure, connecting the device ground to the box or to the other grounds in the splice. Stranded rather than solid, so it flexes when you fold the device back into the box.
