If you work a mix of legacy 66 blocks and modern 110 patch panels, take the combination blade; if everything in the building is 110 patch panels and jacks, the 110 version is the one.
2) Is the Klein impact punchdown tool insulated for work near live circuits?
No. The tool is not insulated and will not protect against electrical shock. Klein's instructions say never to use it on or near live electrical circuits, and to wear approved eye protection while punching down. For low-voltage telecom and data terminations that is the normal working condition, but it is not a substitute for an insulated hand tool on energized work.
3) Do I need a separate punchdown tool for 66 blocks if I buy the 110 version?
Not necessarily. The socket is bayonet style and accepts most manufacturers' blades, so you can add Klein's 66 blade (VDV427-016) or the 66/110 combination blade (VDV427-017) to the 110-blade tool rather than buying a second tool. Buying VDV427-800-SEN, which already carries the 66/110 combination blade, covers both from the start.

There are two selectable impact-force settings, Hi and Low, which meet industry standard specification 8762D. Use the low setting on lighter keystone jacks and plastic blocks where full force risks cracking the housing, and the high setting for seating conductors in heavier cross-connect blocks.

Klein lists a reach extension, Cat. No. VDV427-018, as an accessory for the VDV427 impact punchdown tool. It fits the same bayonet socket and is what you add when the termination sits below the surface of a deep block or a crowded panel and the blade alone will not seat squarely.
