1) Can a 24V DC PLC output drive an ABB AF contactor coil directly, or do I need the RA4?
That's exactly the gap the RA4 fills. Many PLC outputs are 24 V DC but low output power, not enough to pull in an AF contactor coil. The RA4 takes the 24 V DC signal on its own low-consumption 24 V DC coil and switches a normally open contact that carries the power to the contactor coil. If your PLC card already has the output power to pull the coil, you don't need it.
2) How does the RA4 mount to the contactor, and do I need tools or a DIN rail?
No tools and no separate rail. You pull the coil terminal block off the AF contactor and clip the RA4 into its place. There is no screwing operation involved, so it adds no panel width beside the contactor.
