1) Which STI tamper-resistant screws does the KIT-19038 tamper bit fit?
The KIT-19038 tamper bit drives the tamper-resistant screws supplied with STI KIT-81, KIT-82, KIT-84 and KIT-86. If the screws holding your Stopper cover came out of one of those kits, this is the bit that matches them.
2) What kind of driver head is the STI KIT-19038 - is it a Torx or a spanner?
Neither. The KIT-19038 is a snake eye bit, the two-pin style driver (also called a spanner-head or pig-nose bit) that engages two small holes in the screw face. A Torx or standard security Torx driver will not turn these screws.
3) Do I need a special tool to remove an STI Stopper cover that was installed with tamper screws?
You do. Tamper-resistant screws from the KIT-81, KIT-82, KIT-84 and KIT-86 sets are built so a common flat, Phillips or Torx driver will not back them out. The KIT-19038 snake eye bit is the mating driver. Facilities that standardize on STI tamper screws across a building usually keep a spare bit with each set of keys, since without it a cover cannot be opened for battery or device service.
