It's the plate you add when an STI-1200A, STI-7510 or STI-7511 (A, C or F Series) needs a mounting surface or backing it can't sit against directly. If your STI-7510 or 7511 mounts flat and flush where you're putting it, you don't need the plate.
3) Is the KIT-314 a cover or just the mounting plate?
Just the plate. The KIT-314 is an adapter plate only, used behind an STI-1200A, STI-7510 or STI-7511 cover. The protective cover itself is a separate order.
