In a wet location it still has to sit behind an in-use (bubble) cover; weather-resistant refers to the device itself, not the enclosure.
2) Will a 20-amp GFWT2 GFCI work on a 15-amp kitchen circuit, or do I need the 20-amp version?
The GFWT2 is rated 20A, 125V with a NEMA 5-20R face, which means the neutral slot is T-shaped and will accept both standard 5-15P plugs and 20-amp 5-20P plugs. Put it on a 20-amp circuit wired with 12 AWG. Do not install a 5-20R device on a 15-amp branch circuit; that combination lets someone plug a 20-amp load onto 14 AWG wire and a 15-amp breaker.
3) Is the Leviton GFWT2 GFCI tamper-resistant, and does that satisfy the tamper-resistant requirement for dwelling units?

Yes, if you wire it feed-through. The GFWT2 has LINE and LOAD terminals; incoming power lands on LINE and the conductors continuing to the rest of the circuit land on LOAD, and everything past that point is ground-fault protected by the one device. That is how a single 20-amp GFCI covers a run of kitchen or garage receptacles without a GFCI at every box. Wire it LINE-only if you want protection at that outlet alone.
