The W5320 is weather-resistant as well as tamper-resistant, so it is built for outdoor and damp-location circuits, but it still has to go in a compatible weatherproof enclosure or in-use cover. The device itself is not the weather barrier. Indoors it works as a normal 15A, 125V outlet.
2) Will a 15A NEMA 5-15R receptacle work on a 20 amp branch circuit?
The W5320 is a 15A, 125V device with a 5-15R face, which accepts standard straight-blade household plugs.
