The black jacket plus galvanised steel core handles the wet location and the mechanical abuse; rigid or EMT is the better choice for long straight structural runs.
3) Does the steel core in this conduit count as the equipment grounding conductor?
Don't assume it does. Liquidtight flexible metal conduit is only permitted as a ground path within limited lengths and ampacities, and most commercial specs call for a separate green equipment grounding conductor pulled inside the raceway. Size that conductor for the overcurrent device protecting the circuit.
