Metal. The LTGUS08B-G has a galvanized steel core with a black jacket over it, which is what makes it liquid tight flexible metallic conduit (LFMC) rather than the non-metallic type. The steel core is why it holds its shape on a bend and takes more physical abuse than plastic flex.

Liquid tight flexible metallic conduit like the 2-1/2 inch LTGUS08B-G is the usual choice where the whip takes mechanical abuse or vibration, because the galvanized steel core resists crushing and the jacket keeps moisture out. Liquid tight non-metallic flex is lighter and cheaper but has no steel core, so it is better suited to protected indoor runs. Either way the flex is the connection method, not the whole raceway: hard pipe carries the run and the flex handles the last few feet into the equipment.

Only if the existing raceway is also 2-1/2 inch trade size. LTGUS08B-G is a single size, 2-1/2 inch, so it lands in a 2-1/2 inch knockout with the matching connector. If the equipment hub or existing pipe is a smaller size, you need the corresponding smaller LFMC rather than reducing at the termination.
