The K121 is the NEMA 3-pin connector interface for locking type photocontrols and is built to ANSI C136.10, so any photocontrol with the standard 3-pin twist-lock base built to that same standard will seat and lock into it. That is the shared standard street and area lighting photocells are made to, so you are not tied to one photocontrol brand.
2) Does the K121 photocontrol receptacle come with wire leads, or do I have to splice to bare terminals?
Leads are already on it. The K121 ships with a 9 inch lead, so you make up your connections in the fixture housing or pole handhole with wire nuts or crimps rather than landing wires on screw terminals inside the receptacle. Nine inches is short, so plan the splice point close to the mounting hole.
3) Does the K121 include the photocontrol itself?
No. The K121 is only the receptacle, the socket half that the photocontrol twists into. The locking type photocell is a separate order, and so is any gasket or cover plate your fixture opening requires.
