Six jaws is not the standard 4-jaw self-contained residential single phase socket; the extra jaws are there for transformer-rated/instrument metering service. Confirm with the serving utility which jaw count they meter on before setting the can, because a 6 terminal socket will not accept a meter specified for a 4 jaw base.
2) Why is the Milbank SC2077-XL only rated 20 amps when service sockets are usually 100 or 200 amps?
20 continuous amperes is the rating because this is a transformer-rated socket, not a self-contained one. Its line and load side terminals take 12 to 10 AWG wire, which is instrument-transformer secondary wiring, not service entrance conductors. The service current passes through current transformers upstream and only the CT secondary current lands in this can. If you are metering a 200A service directly with service conductors in the socket, this is the wrong part.
3) Can the Milbank SC2077-XL be mounted outdoors?
Type 3R construction, so it handles outdoor exposure to rain, sleet and ice on an exterior wall.
